Henrik Lissner ceb985673c fix(haskell): activate lsp! conditionally ...

use-package evaluates :preface *before* :when, so the two lsp! hooks
would run unconditionally, causing errors and warnings when opening a
haskell-mode buffer.

add lsp! to hook.
