Henrik Lissner 8f55404781 fix(web): tree-sitter: html & css grammars' recipes ...

For both html and css grammars:
- Use 0.23.0 on Emacs 29 and 0.23.2 on 30+
- Remove :commit, because the latest commit is (essentially) 0.23.2 for
  both grammars.
