still unclear but calling the evilem-default-keybdings function worked
so going with that.

- Run `doom-bepo--evil-collection-hook` on all minibuffer maps. This
allows all bindings in <insert-state> to be remapped in minibuffer

ocamlforamt hook: buffers without a file name

The behavior before this PR would cause an error if a buffer not backed
by a file was opened. This can be trivially reproduced by opening a
merge/rebase conflict using ediff inside an .ml file.

Fix org-capture popup rules for partials & non-org files
...
When a capture target didn't have an *.org file extension OR its buffer
was displayed before it was renamed to CAPTURE-* (e.g. while a capture
template prompts for input) the popup handler fails to capture the new
window, displaying it in other-window, rather than a popup.

Ignore unsafe local variables, but log them

This suppresses the annoying "do you want to apply these unsafe file/dir
local variables" prompt by ignoring them (but stills them so at least
users are told).

Using double underscore for an identifier in C/C++ invokes undefined
behavior.
From https://eel.is/c++draft/lex.name :
Each identifier that contains a double underscore __ or begins with an
underscore followed by an uppercase letter is reserved to the
implementation for any use.

+ Default browse-at-remote-prefer-symbolic to nil because a permanent
URL is generally more desirable for developers sharing links.
+ 'SPC g y' and 'SPC o o' now support the prefix arg, which will negate
the default value of browse-at-remote-prefer-symbolic for that call.
