Add "how-to/config questions" warning to feature-request form
...
(And enboldens them in both forms)
I didn't think anyone would use this form to ask for how-to/config help,
but the internet proved me wrong.
Oh god. Does the bump request form need one too?

If they're too long, people won't read them.
If they're too short, people won't know what to do.
If there are too many of them, people can't decide which to use.
Removed the question template because it's redundant with "open a blank
issue".
