fbfed24167 refactor!(php): remove phpactor.el
BREAKING CHANGE: This removes the phpactor.el package in favor of LSP
support via lsp-mode/eglot. Use `+lsp` with the `:lang php` module
instead (with one of the supported LSP servers).

This was done because phpactor.el is on the way out of maintainership,
is redundant with pre-existing phpactor support in lsp-mode/eglot (or
the other, possibly superior LSP servers), and to simplify modules for
whom LSP/Eglot is *the* way to get these features.

d81f1862f7 refactor(php): remove php-cs-fixer
This removes the php-cs-fixer.el package. This is not a breaking change
because the package hasn't been this module's default formatter since
4ecd616. It has since been replaced by phpcbf (provided by
squizlabs/php_codesniffer).

3239ab8b2e nit(mu4e): neutralize comments
Some of our comments/docs can come off as disparaging or snide. They're
glimpses of unfiltered frustration or snarky rubber ducking gone too
far, something I can totally sympathize with, as a scatterbrained
tinkerer, unwittingly made responsible for a lot of work that isn't mine
because of Doom's position as a middleman. But now that Doom has a
veritable userbase, I'd like to hold it to a higher standard.

Light-hearted banter and aired grievances in our source code,
documentation, or community are fine if focused on the problem or the
personal/shared experiences of the community (things that offer value or
amusement to others), but it is never acceptable to attack people or
their efforts. Especially not the very people on whose shoulders Doom
stands.

I sincerely apologize if these have offended you.

1abcf913aa revert: fix(docs): set mode in file-local vars
emacs-straight/org-mode@e22b4eb7aa introduced a breaking change that
made it impossible to rely on .dir-locals.el to change org-mode buffers
in $EMACSDIR to doom-docs-org-mode (without infinite recursion), so we
used file-local variables in 7e400ab.

emacs-straight/org-mode@215de6176b reverted that change, so we can use
.dir-locals.el again, and this is my preference, since it requires less
boilerplate across our hundreds of org files.

7e400abdc0 fix(docs): set mode in file-local vars
Due to emacs-straight/org-mode@e22b4eb, a replacement major mode (for
org-mode) can no longer be specified from .dir-locals.el, as it spirals
into infinite recursion. Therefore, a mode: line is needed in all Doom
docs.

77e4cc4d58 💥 Remove :feature category
:feature was a "catch-all" category. Many of its modules fit better in
other categories, so they've been moved:

- feature/debugger -> tools/debugger
- feature/evil -> editor/evil
- feature/eval -> tools/eval
- feature/lookup -> tools/lookup
- feature/snippets -> editor/snippets
- feature/file-templates -> editor/file-templates
- feature/workspaces -> ui/workspaces

More potential changes in the future:

- A new :term category for terminal emulation modules (eshell, term and
  vterm).
- A new :os category for modules dedicated to os-specific functionality.
  The :tools macos module would fit here, but so would modules for nixos
  and arch.
- A new :services category for web-service integration, like wakatime,
  twitter, elfeed, gist and pastebin services.
